El riesgo es uno de los conceptos más influyentes en la forma en que se estructura hoy el financiamiento climático.

Orienta decisiones de inversión. Guía estrategias filantrópicas. Define criterios de elegibilidad, cumplimiento, debida diligencia, seguros y marcos de desarrollo. Determina en quién se confía, quién es considerado preparado y quién es visto como demasiado incierto, demasiado pequeño o demasiado complejo para recibir financiamiento.

En términos técnicos, el riesgo se ha convertido en algo que sabemos medir con mucha eficacia. Pero una misma palabra no describe la misma realidad para todas las personas.

Cuando un inversionista habla de riesgo, suele referirse a la posibilidad de perder capital. Cuando una comunidad indígena habla de riesgo, puede estar refiriéndose a la posibilidad de perder un río, un territorio, la memoria colectiva, derechos o vidas. Cuando una lideresa o un líder comunitario habla de riesgo, puede estar pensando en la próxima inundación, la próxima sequía, el próximo incendio forestal o la próxima frontera extractiva avanzando sobre su territorio.

Es la misma palabra. Pero no describe la misma realidad.

Pero si el riesgo orienta las decisiones, entonces la proximidad orienta la forma en que se entiende el riesgo.

Quienes están más cerca de los impactos del cambio climático suelen ser quienes primero comprenden sus riesgos. Sin embargo, siguen estando entre quienes se encuentran más lejos de los sistemas donde esos riesgos se definen y se financian.

Entonces, frente a la policrisis que define nuestro tiempo, la pregunta es: ¿estamos prestando atención a los riesgos correctos?

La crisis climática es también una crisis de valoración. Durante demasiado tiempo, los sistemas dominantes de valor han empujado todo aquello que no podía ser fácilmente contado, monetizado o reportado hacia los márgenes, tratándolo como una “externalidad”. Pero los costos ignorados no desaparecen. Las deudas generadas por la explotación de las personas y los ecosistemas terminan por cobrarse, regresando a nosotras y nosotros como disrupción climática, pérdida de biodiversidad y profundización de las desigualdades.

Como sequías, inundaciones, inseguridad alimentaria, desplazamientos, conflictos e inestabilidad económica.

La emergencia climática ha hecho visible aquello que fue ignorado durante demasiado tiempo. Pero ahora está apareciendo en estados financieros, portafolios, modelos de seguros y decisiones de inversión.

Y esto nos lleva a una profunda paradoja en el corazón del sistema actual de financiamiento climático: las personas que más están haciendo para reducir el riesgo climático y sus impactos reciben la menor proporción del financiamiento climático.

Existe un reconocimiento creciente de que los Pueblos Indígenas, las comunidades locales, las mujeres, las juventudes, las organizaciones de base y las personas defensoras del ambiente se encuentran entre las y los guardianes más efectivos de la biodiversidad, los ecosistemas y el tejido cultural y social que sostiene la vida en esos territorios.

En todo el mundo, resguardan bosques, protegen cuencas hidrográficas, preservan sistemas de conocimiento y fortalecen la gobernanza local antes de que las crisis emerjan. Al hacerlo, generan niveles de estabilidad y resiliencia que rara vez aparecen en los modelos financieros, pero que sostienen todo sistema que funciona.

Las comunidades no son simplemente receptoras de inversión. Son responsables de la capacidad de las personas, los ecosistemas y las instituciones para absorber impactos, adaptarse y perdurar.

Si queremos sistemas resilientes, entonces es momento de reconocer que las comunidades están entre las gestoras de riesgo climático y de la naturaleza más efectivas del mundo, y también entre las más invisibilizadas.

Y una vez que vemos eso, comenzamos a ver con mayor claridad otra cosa: el papel de la proximidad.

Existe un amplio ecosistema de mecanismos de financiamiento liderados desde el Sur Global, como fondos comunitarios, fondos indígenas, fondos territoriales y fondos socioambientales activistas, cuya fortaleza principal no es solamente mover capital.

Es la proximidad.

Proximidad a los territorios. Proximidad a las realidades vividas. Proximidad a las relaciones, las historias y los sistemas de conocimiento donde el riesgo climático se experimenta y se comprende. Realidades vividas que ningún conjunto de datos puede capturar por completo.

Esta proximidad les permite identificar riesgos que los sistemas financieros formales suelen pasar por alto por completo. Les permite reconocer oportunidades que solo emergen a través de la confianza construida a lo largo del tiempo. Les permite entender qué es viable, legítimo y necesario en un contexto determinado, no en abstracto, sino en relación con las personas y los lugares.

En el lenguaje financiero, esto suele llamarse de-risking, o reducción del riesgo. Pero antes de que el financiamiento a gran escala llegue a un territorio, alguien ya ha hecho el trabajo de reducir la incertidumbre. De construir confianza, fortalecer instituciones locales y apoyar liderazgos comunitarios. De permanecer presente mucho después de que los proyectos terminan y la atención se desplaza hacia otro lugar.

Estas organizaciones hacen mucho más que canalizar financiamiento. Crean las condiciones que hacen posible el financiamiento.

Los mecanismos de financiamiento basados en la proximidad permiten que los recursos lleguen a las comunidades con legitimidad, efectividad y durabilidad. Ayudan a que el capital se mueva de maneras mejor informadas, más responsables y más conectadas con las realidades que busca transformar. Reducen el riesgo del sistema no solo para las comunidades, sino también para los gobiernos, la filantropía y las instituciones financieras.

Por eso, el debate sobre financiamiento climático y de la naturaleza no puede reducirse a la pregunta de cuánto dinero está disponible. También debe preguntarse cómo se mueven los recursos, quién define las reglas, qué riesgos son reconocidos y en qué conocimientos se confía.

En un momento en que las conversaciones globales se enfocan cada vez más en movilizar financiamiento a una escala sin precedentes, debemos asegurarnos de que la escala no se convierta en otra palabra para distancia. El éxito de la acción climática depende de reconocer que quienes protegen los territorios no son un riesgo para la inversión. Están entre sus mayores fuentes de resiliencia.

La pregunta sobre el riesgo siguió resonando a lo largo del diálogo, fortalecida por las reflexiones, los datos y las visiones compartidas por ponentes de la filantropía, las instituciones financieras, la sociedad civil y los ecosistemas de financiamiento liderados por comunidades.

Desde La Casa Sur Global, convocada por Alianza, Rede Comuá, la Rede de Fundos Comunitários da Amazônia y aliados, creemos que transformar el financiamiento para el clima y la naturaleza requiere más que nuevos instrumentos. Requiere nuevos significados, nuevas relaciones y un reconocimiento más profundo de las infraestructuras de confianza, proximidad y acción colectiva que ya existen en todo el Sur Global.

El desafío que tenemos por delante no es solamente movilizar más recursos. Es asegurar que los recursos lleguen a las personas y los lugares donde pueden marcar la mayor diferencia, y reconocer que el futuro del financiamiento climático depende de aprender de quienes han estado protegiendo la vida desde siempre.

Risk is one of the most influential concepts shaping climate finance today.

It informs investment decisions. It guides philanthropic strategies. It defines eligibility, compliance, due diligence, insurance, and development frameworks. It determines who is trusted, who is considered prepared, and who is seen as too uncertain, too small, or too complex to receive funding.

In technical terms, risk has become something we are very effective at measuring. But the same word does not describe the same reality for everyone.

When an investor speaks about risk, they are often referring to the possibility of losing capital. When an Indigenous community speaks about risk, they may be referring to the possibility of losing a river, a territory, collective memory, rights, or lives. When a community leader speaks about risk, they may be thinking about the next flood, the next drought, the next wildfire, or the next extractive frontier advancing into their territory.

It is the same word. But it does not describe the same reality.

But if risk shapes decisions, then proximity shapes how risk is understood.

Those closest to the impacts of climate change are often the first to understand its risks. Yet they remain among the furthest from the systems where those risks are defined and financed.

So, in the face of the defining polycrisis of our time, the question becomes: Are we paying attention to the right risks?

The climate crisis is also a crisis of valuation. For too long, dominant systems of value have pushed everything that could not be easily counted, priced, or reported to the margins, treating it as an “externality”. But ignored costs do not disappear. The debts created by the exploitation of people and ecosystems eventually come due, returning to us as climate disruption, biodiversity loss, and deepening inequality.

As droughts, floods, food insecurity, displacement, conflict, and economic instability.

The climate emergency has made visible what was ignored for too long. But now it is appearing in financial statements, portfolios, insurance models, and investment decisions. 

And it brings us to a profound paradox at the heart of today’s climate finance system: The people doing the most to reduce climate risk and its impacts receive the smallest share of climate finance.

There is growing recognition that Indigenous Peoples, local communities, women, young people, grassroots organizations, and environmental defenders are among the world’s most effective stewards of biodiversity, ecosystems, and the cultural and social fabric that sustains life in those territories.

Across the world, they safeguard forests, protect watersheds, preserve knowledge systems, and strengthen local governance before crises emerge. In doing so, they generate levels of stability and resilience that rarely appears in financial models, but underpins every functioning system.

Communities are not simply recipients of investment. They are responsible for the capacity of people, ecosystems, and institutions to absorb shocks, adapt, and endure.

If we want resilient systems, then it is time to recognize that communities are among the world’s most effective, and most overlooked, climate and nature risk managers.

And once we see that, we begin to see something else more clearly: the role of proximity.

There is a vast landscape of Global South-led funding mechanisms such as community funds, Indigenous funds, territorial funds, activist socio-environmental funds whose defining strength is not only to move capital.

It is proximity.

Proximity to territories. Proximity to lived realities. Proximity to relationships, histories, knowledge systems where climate risk is experienced and understood. Lived realities that no dataset can fully capture. 

This proximity allows them to identify risks that formal financial systems often miss entirely. It allows them to recognize opportunities that only emerge through trust built over time. It allows them to understand what is viable, legitimate, and needed in a given context, not in the abstract, but in relation to people and places.

In financial language, this is often called de-risking. But before large-scale finance ever reaches a territory, someone has already done the work of reducing uncertainty. Of building trust, strengthening local institutions, supporting community leadership. Staying present long after projects end and attention moves elsewhere.

These organizations do far more than channel finance. They create the conditions that make finance possible.

Proximity funding mechanisms enable resources to reach communities with legitimacy, effectiveness, and durability. They help capital move in ways that are better informed, more accountable, and more connected to the realities it seeks to transform. They de-risk the system not only for communities, but also for governments, philanthropy, and financial institutions.

This is why the debate on climate and nature finance cannot be reduced to the question of how much money is available. It must also ask how resources move, who defines the rules, which risks are recognized, and whose knowledge is trusted.

At a time when global conversations are increasingly focused on mobilizing finance at unprecedented scale, we must ensure that scale does not become another word for distance. The success of climate action depends on recognizing that those who protect territories are not a risk to investment. They are among its greatest sources of resilience.

The question of risk continued to resonate throughout the dialogue, strengthened by the reflections, data, and visions shared by speakers from across philanthropy, financial institutions, civil society, and community-led funding ecosystems.

As The Global South House, convened by Alianza, Rede Comuá, the Amazon Community Funds Network, and partners, we believe that reshaping climate and nature finance requires more than new instruments. It requires new meanings, new relationships, and a deeper recognition of the infrastructures of trust, proximity, and collective action that already exist across the Global South.

The challenge ahead is not only to mobilize more resources. It is to ensure that resources reach the people and places where they can make the greatest difference and to recognize that the future of climate finance depends on learning from those who have been protecting life all along.

A lo largo de la semana, la presencia de Alianza estuvo estrechamente conectada con La Casa Sur Global, nuestra plataforma convocada junto a Rede Comuá, la Rede de Fundos Comunitários da Amazônia y aliados para fomentar el diálogo estratégico y contribuir a transformar el financiamiento climático y de la naturaleza, de modo que los recursos lleguen a las personas y los lugares donde pueden marcar la mayor diferencia. Durante la London Climate Action Week, este trabajo continuó a través de debates públicos, eventos con aliados, intercambios informales y momentos dedicados a la conexión entre miembros.

El principal destaque de la semana fue Pathways for Resourcing Community-Led Climate Solutions: A multistakeholder dialogue promoted by Global South funds, realizado el 23 de junio en RELX Headquarters. El evento, con el apoyo de WINGS, F20, Global Witness y Lift Up Philanthropy Fund, reunió a representantes de la filantropía, instituciones financieras, sociedad civil, fondos liderados por comunidades, organizaciones de Pueblos Indígenas y otros actores para examinar cómo las arquitecturas financieras actuales moldean el flujo de recursos y qué será necesario para rediseñarlas de formas más directas, equitativas y territorialmente arraigadas.

Al abrir la conversación, Juliana Tinoco, Coordinadora Ejecutiva de Alianza, invitó a las y los participantes a reflexionar sobre uno de los conceptos más influyentes en las finanzas, la inversión, la filantropía, los seguros y el desarrollo: el riesgo. Sus palabras desafiaron a la audiencia a preguntarse quién define el riesgo, desde qué realidades y con qué consecuencias. Mientras las instituciones financieras suelen entender el riesgo como la posibilidad de perder capital, los Pueblos Indígenas y las comunidades locales pueden experimentar el riesgo como la posibilidad de perder ríos, derechos, memorias colectivas, territorios y vidas.

Esta reflexión se convirtió en un hilo conductor a lo largo del evento: si el riesgo orienta las decisiones, entonces la proximidad orienta la forma en que se entiende el riesgo. A lo largo de las discusiones, las y los ponentes enfatizaron que el financiamiento climático no puede reducirse a grandes cifras. La pregunta no es solo cuánto dinero se moviliza, sino cómo se mueve, bajo qué condiciones y quién decide hacia dónde va. Las y los participantes también destacaron la necesidad de enfrentar los flujos financieros perjudiciales, las cargas de deuda, las jerarquías monetarias, los mecanismos centralizados y los marcos restrictivos de riesgo que siguen impidiendo que los recursos lleguen a quienes ya están reduciendo el riesgo climático en los territorios.

La conversación también puso en evidencia la infraestructura existente de mecanismos de financiamiento liderados desde el Sur Global, cuya fortaleza no reside solamente en mover capital, sino en su proximidad a los territorios, las relaciones, los sistemas de conocimiento y las realidades vividas. Como señaló Juliana en sus palabras de apertura, estos mecanismos hacen mucho más que canalizar financiamiento: construyen confianza, fortalecen instituciones locales, apoyan liderazgos comunitarios y crean las condiciones que hacen posible la inversión.

Para La Casa Sur Global, el encuentro también fue una oportunidad para profundizar una conversación política más amplia: cómo construir un lenguaje compartido y conexiones más sólidas a lo largo del espectro de capital, reconociendo que quienes protegen los territorios no son un riesgo para la inversión, sino una de sus mayores fuentes de resiliencia.

Alianza was present at London Climate Action Week 2026, joining partners, member funds, and allied organizations in key conversations on how climate and nature finance can better reach the communities, territories, and locally rooted institutions already responding to the climate crisis.

Throughout the week, Alianza’s presence was closely connected to The Global South House, our platform convened together with Rede Comuá, the Amazon Community Funds Network, and partners to foster strategic dialogue and help reshape climate and nature finance so that resources reach the people and places where they can make the greatest difference. During London Climate Action Week, this work continued through public debates, partner events, informal exchanges, and dedicated moments of connection among members.

The main highlight of the week was Pathways for Resourcing Community-Led Climate Solutions: A multistakeholder dialogue promoted by Global South funds, on 23 June at RELX Headquarters. The event, supported by WINGS, F20, Global Witness, and the Lift Up Philanthropy Fund, brought together representatives from philanthropy, financial institutions, civil society, community-led funds, Indigenous Peoples’ organizations, and other actors to examine how current financial architectures shape the flow of resources and what it will take to redesign them in more direct, equitable, and territorially grounded ways.

Opening the conversation, Juliana Tinoco, Executive Coordinator of Alianza, invited participants to reflect on one of the most influential concepts in finance, investment, philanthropy, insurance, and development: risk. Her remarks challenged the audience to ask who defines risk, from which realities, and with what consequences. While financial institutions often understand risk as the possibility of losing capital, Indigenous Peoples and local communities may experience risk as the possibility of losing rivers, rights, collective memories, territories, and lives.

This reflection became a key thread throughout the event: if risk shapes decisions, then proximity shapes how risk is understood. Those closest to the impacts of climate change are often the first to understand its risks, yet remain among the furthest from the systems where those risks are defined and financed.

Across the discussions, speakers emphasized that climate finance cannot be reduced to headline numbers. The question is not only how much money is mobilized, but how it moves, under what terms, and who gets to decide where it goes. Participants also highlighted the need to address harmful finance, debt burdens, currency hierarchies, centralized mechanisms, and restrictive risk frameworks that continue to prevent resources from reaching those already reducing climate risk on the ground.

The conversation also brought attention to the existing infrastructure of Global South-led funding mechanisms whose strength lies not only in moving capital, but in their proximity to territories, relationships, knowledge systems, and lived realities. As Juliana noted in her opening remarks, these mechanisms do far more than channel finance: they build trust, strengthen local institutions, support community leadership, and create the conditions that make investment possible.

For The Global South House, the gathering was also an opportunity to deepen a broader political conversation: how to build shared language and stronger connections across the capital spectrum, while recognizing that those who protect territories are not a risk to investment, but among its greatest sources of resilience.

Una red en movimiento no se construye solo a partir de los momentos que se vuelven visibles. También se construye a través de las conversaciones, decisiones, relaciones y prácticas compartidas que hacen posible una acción coordinada a lo largo del tiempo.

En 2025, esto fue lo que Alianza Socioambiental Fondos del Sur continuó fortaleciendo y poniendo en foco: la infraestructura detrás de los fondos arraigados en los territorios del Sur Global que trabajan para acercar los recursos a las comunidades y los territorios.

Nuestro Informe Anual 2025 reúne los hitos, reflexiones, voces y aprendizajes de un año marcado por la consolidación y el movimiento. Muestra cómo los fondos arraigados en los territorios del Sur Global apoyan a comunidades que están en la primera línea de las crisis climática y ambiental, al mismo tiempo que contribuyen a transformar la manera en que la filantropía entiende la proximidad, la confianza, la adaptabilidad y el poder.

En América Latina, África y el Sudeste Asiático, los fondos miembros de Alianza han construido largas trayectorias de apoyo a comunidades del Sur Global. A lo largo del tiempo, han apoyado iniciativas en más de 70 países, otorgado más de 12.938 donaciones e invertido más de USD 117,9 millones directamente en comunidades. Solo en 2025, desembolsaron USD 19 millones en donaciones, demostrando la escala de un ecosistema de financiamiento enraizado en los territorios y sostenido por liderazgos locales.

Pero el informe también cuenta una historia más profunda.

Muestra una red que sostiene a sus miembros en tiempos de incertidumbre, creando espacios para el análisis compartido, el apoyo mutuo y la toma de decisiones conjunta. Destaca los movimientos invisibles detrás de la acción: procesos de gobernanza, reuniones mensuales, grupos de trabajo, espacios de aprendizaje entre pares y el trabajo cotidiano de construir confianza entre regiones, idiomas y husos horarios.

En 2025, este fortalecimiento interno estuvo profundamente conectado con el posicionamiento externo de Alianza. A través de la investigación Financiar desde la Base, la red contribuyó con evidencia desde el Sur Global sobre cómo operan los fondos socioambientales, qué hacen posible y por qué son actores estratégicos dentro del ecosistema filantrópico. A través de Semillas de Práctica, los miembros crearon espacios para intercambiar conocimientos a partir de sus propias experiencias, reforzando la idea de que el aprendizaje no se extrae de los territorios, sino que se construye a través de relaciones, práctica y reciprocidad.

El año también estuvo marcado por un importante hito público con la primera edición de La Casa Sur Global en la COP30. Co-creada por Alianza y Rede Comuá, junto con aliados estratégicos de distintas regiones del Sur Global, la iniciativa reunió una articulación histórica de más de 40 organizaciones filantrópicas, incluidos fondos indígenas, territoriales, comunitarios, temáticos y activistas. Durante siete días de programación en Belém, La Casa Sur se convirtió en una plataforma de articulación política, colaboración y posicionamiento compartido en torno al clima, la naturaleza, las personas y el financiamiento. Más que una sede, fue un espacio donde actores del Sur Global pudieron reunirse, hablar desde sus realidades, construir alianzas y cuestionar sistemas de financiamiento que siguen demasiado lejos de las comunidades.

A lo largo del año, Alianza y sus miembros también estuvieron presentes en espacios globales donde se definen narrativas, alianzas y prioridades de financiamiento. Desde semanas climáticas hasta foros filantrópicos y la COP30, esta presencia no se trató solo de visibilidad. Se trató de llevar evidencia territorial a conversaciones internacionales y de afirmar que la justicia climática y socioambiental requiere que los recursos se muevan de otra manera.

Al mirar hacia adelante, este informe invita a socios, financiadores y aliados a reconocer la fuerza de los fondos arraigados en los territorios y el papel de las redes lideradas desde el Sur Global en la transformación de la filantropía. También es una invitación a seguir avanzando juntos, con urgencia, paciencia, confianza y responsabilidad compartida.

A network in motion is not built only by the moments that become visible. It is also built through the conversations, decisions, relationships, and shared practices that make coordinated action possible over time. 

In 2025, this is what Alianza Socioambiental Fondos del Sur continued to strengthen and bring into focus: the infrastructure behind locally rooted funds from the Global South working to move resources closer to communities and territories. 

Our 2025 Annual Report brings together the milestones, reflections, voices, and learnings of a year marked by consolidation and movement. It shows how locally rooted funds across the Global South are supporting communities on the frontlines of climate and environmental crises, while also helping reshape the way philanthropy understands proximity, trust, adaptability, and power. 

Across Latin America, Africa, and Southeast Asia, Alianza’s member funds have built long trajectories of support for communities across the Global South. Over time, they have supported initiatives in more than 70 countries, awarding over 12,938 grants and investing more than USD 117.9 million directly in communities. In 2025 alone, they disbursed USD 19 million in grants, demonstrating the scale of a funding ecosystem rooted in territories and sustained by local leadership. 

But the report also tells a deeper story.

It shows a network that sustains its members in times of uncertainty, creating spaces for shared analysis, mutual support, and joint decision-making. It highlights the invisible movements behind action: governance processes, monthly meetings, working groups, peer-learning spaces, and the everyday work of building trust across regions, languages, and time zones.

In 2025, this internal strengthening was deeply connected to Alianza’s external positioning. Through the research Funding from the Ground Up, the network contributed evidence from the Global South on how socio-environmental funds operate, what they make possible, and why they are strategic actors within the philanthropic ecosystem.

Through Seeds of Practice, members created spaces to exchange knowledge from their own experiences, reinforcing the idea that learning is not extracted from territories, but built through relationships, practice, and reciprocity.

The year also marked a major public milestone with the first edition of The Global South House at COP30. Co-created by Alianza and Rede Comuá, with strategic partners from across the Global South, the initiative brought together an historic articulation of more than 40 philanthropic organizations, including Indigenous, territorial, community-based, thematic, and activist funds. Over seven days of programming in Belém, The Global South House became a platform for political articulation, collaboration, and shared positioning around climate, nature, people, and finance. More than a venue, it was a space where Global South actors could gather, speak from their realities, build alliances, and challenge funding systems that remain too distant from communities. 

Throughout the year, Alianza and its members were also present in global spaces where narratives, partnerships, and funding priorities are shaped. From climate weeks to philanthropic forums and COP30, this presence was not only about visibility. It was about bringing territorial evidence into international conversations and affirming that climate and socio-environmental justice require resources to move differently.

As we look ahead, this report invites partners, funders, and allies to recognize the strength of locally rooted funds and the role of Global South-led networks in transforming philanthropy. It is also an invitation to keep moving together — with urgency, patience, trust, and shared responsibility.

Asistí al 13.º Foro Urbano Mundial (WUF13), celebrado en Bakú, por invitación del International Institute for Environment and Development (IIED), donde participé en conversaciones tan necesarias sobre el futuro de nuestras ciudades.

El Foro marcó el lanzamiento del World Cities Report 2026 de ONU-Hábitat, que presenta una cifra alarmante: cerca de 3 mil millones de personas en el mundo no tienen acceso a una vivienda adecuada. Al mismo tiempo, se prevé que la crisis climática tenga un impacto aún más devastador: 167 millones de hogares podrían ser destruidos por desastres relacionados con el clima para 2040. Como siempre, las poblaciones más vulnerables serán quienes soporten la carga más pesada.

Frente a lo que la propia ONU describe como una “emergencia”, un gran mito continúa paralizando los debates sobre el financiamiento de la justicia socioambiental en contextos urbanos: la idea de que quienes viven en asentamientos informales, los pequeños productores de vivienda y las comunidades de base son actores de “alto riesgo” o “no financiables”.

Una cosa quedó clara a lo largo del WUF:

Seguimos tratando la vivienda como un activo financiero de corto plazo, permitiendo que el capital especulativo determine el desarrollo urbano, en lugar de reconocerla como una infraestructura social y ambiental esencial para nuestras ciudades.

La respuesta exige abandonar la noción de la vivienda como una mercancía financiera impulsada por la rentabilidad inmediata. Necesitamos una arquitectura financiera redistributiva, solidaria y comprometida con la función social y ambiental de los territorios.

Y esos caminos ya existen.

Finanzas comunitarias y solidarias: las ciudades ya están innovando

El informe Financing Housing Justice, publicado por el Hub for Housing Justice en colaboración con el IIED y diversas redes de la sociedad civil, presenta alternativas reales y escalables basadas en las finanzas lideradas por las comunidades.

Entre los ejemplos destacados se encuentran modelos de financiamiento comunitario como fondos rotatorios impulsados por capital catalítico para apoyar cooperativas de vivienda; mecanismos de ahorro comunitario que facilitan el acceso a microcréditos a través de grupos solidarios; y modelos de tenencia que desmercantilizan la propiedad al vincular los costos de la vivienda con los niveles de ingreso locales.

Lo que ya está funcionando: ejemplos liderados por las comunidades

En Europa Central y Sudoriental, la red cooperativa MOBA Housing SCE creó una aceleradora basada en un fondo rotatorio cooperativo para la adquisición de propiedades. A través de capital catalítico, han logrado garantizar viviendas permanentemente asequibles fuera de la lógica especulativa del mercado, manteniendo la propiedad colectiva de la tierra y protegiéndola de las presiones del mercado.

En Zimbabue, el Gungano Urban Poor Fund demuestra el poder de las economías solidarias. Mediante grupos de ahorro organizados por habitantes de asentamientos informales, comunidades históricamente excluidas del sistema bancario pueden acceder a crédito y mejorar sus condiciones de vivienda de forma gradual y resiliente.

En Brasil, el modelo Favela Community Land Trust, implementado por Catalytic Communities, separa la propiedad de la tierra de la propiedad de las viviendas, protegiendo los territorios populares frente a la especulación inmobiliaria y fortaleciendo la seguridad de la tenencia.

El punto de inflexión: quién decide hacia dónde va el dinero

Lo que conecta el éxito de estas experiencias es la estructura de poder: cuando las comunidades controlan los recursos y la toma de decisiones, los resultados son más sostenibles, más justos y más resilientes.

Es aquí donde debe cambiar la conversación sobre financiamiento.

El trabajo de los fondos de justicia socioambiental que integran la Alianza Socioambiental Fondos del Sur refuerza este mensaje. Nuestros fondos demuestran en la práctica que transferir poder de decisión y recursos directamente a las organizaciones de base no es un riesgo: es una oportunidad.

Nuestros fondos operan bajo una lógica profundamente distinta a la de la arquitectura financiera tradicional:

• gobernanza participativa con liderazgo territorial;
• financiamiento flexible y de largo plazo (core funding);
• microsubvenciones adaptadas a las realidades locales;
• acompañamiento técnico continuo y simplificación administrativa;
• mecanismos de respuesta rápida frente a crisis climáticas y desplazamientos.

Se trata de un cambio de paradigma: del control a la confianza; de los proyectos a los territorios; de los ciclos cortos a la permanencia.

Lo que me deja WUF13

No habrá una transición urbana justa sin una redistribución real del poder y de los recursos.

Las ciudades del futuro ya se están construyendo hoy. Muchas de ellas no se encuentran en los grandes planes maestros urbanos, sino en manos de comunidades que, desde hace décadas, vienen creando soluciones allí donde los sistemas no han logrado llegar.

Quizás el mayor desafío que tenemos por delante no sea innovar más, sino aprender a confiar más.

I attended the 13th World Urban Forum (WUF13) in Baku at the invitation of the International Institute for Environment and Development (IIED), where I joined must-needed discussions about the future of our cities.

The Forum marked the launch of the World Cities Report 2026 by UN-Habitat, which presents a staggering figure: nearly 3 billion people worldwide lack access to adequate housing. At the same time, the climate crisis is projected to have an even more devastating impact — 167 million homes could be destroyed by climate-related disasters by 2040. As always, the most vulnerable populations will bear the heaviest burden.

In the face of what the UN itself describes as an “emergency,” one major myth continues to paralyze debates around financing socio-environmental justice in urban contexts: the belief that residents of informal settlements, small-scale housing producers, and grassroots communities are “high-risk” or “unbankable” actors. One thing became clear throughout WUF:

We continue to treat housing as a short-term financial asset, allowing speculative capital to shape urban development, rather than recognizing housing as essential social and environmental infrastructure for our cities.

The response requires moving away from the notion of housing as a financial commodity driven by short-term profit. We need a financial architecture that is redistributive, solidarity-based, and committed to the social and environmental function of the territories.

And these pathways already exist.

Community-led and solidarity-based finance: cities are already innovating

The report Financing Housing Justice — launched by the Hub for Housing Justice in collaboration with the IIED and several civil society networks — presents real and scalable pathways through community-led finance.

Among the examples highlighted in the report are community financing models such as revolving funds fueled by catalytic capital to support housing cooperatives, community savings mobilization to secure microcredit through solidarity groups, and tenure models that decommodify property by linking housing costs to local income levels.

What is already working: community-led examples

In Central and Southeast Europe, the cooperative network MOBA Housing SCE created an accelerator based on a cooperative revolving property fund. Through catalytic capital, they enable permanently affordable housing outside speculative market dynamics, where land remains collectively owned and protected from market pressures.

In Zimbabwe, the Gungano Urban Poor Fund demonstrates the power of solidarity economies. Through savings groups organized by residents of informal settlements, communities historically excluded from the banking system are able to access credit and improve their housing conditions incrementally and resiliently.

In Brazil, the Favela Community Land Trust model, implemented by Catalytic Communities, separates land ownership from home ownership, protecting popular territories from real estate speculation and strengthening security of tenure.

The turning point: who decides where the money goes

What connects the success of these experiences is the power structure: when communities control resources and decision-making, outcomes become more sustainable, more just, and more resilient.

This is where the conversation on finance must change.

The work of the socio-environmental justice funds within Alianza Socioambiental Fondos del Sur reinforces this message. Our funds demonstrate in practice that transferring decision-making power and resources directly to grassroots organizations is not a risk — it is an opportunity.

Our funds operate through a logic fundamentally different from traditional financial architecture:

• participatory governance with territorial leadership;

• flexible, long-term financing (core funding);

• microgrants adapted to local realities;

• continuous technical support and administrative simplification;

• rapid response mechanisms in contexts of climate crisis and displacement.

It represents a shift in paradigm: from control to trust; from projects to territories; from short-term cycles to permanence.

What WUF13 leaves me with

There will be no just urban transition without real redistribution of power and resources.

The cities of the future are already being built today. Many of them are not found in large-scale urban master plans, but in the hands of communities that, for decades, have been creating solutions where systems have failed to reach.

Perhaps the greatest challenge before us is not to innovate more, but to learn to trust more.

Our 2026 Members’ Assembly marked another key moment, an annual milestone that brings members together to reflect, decide, and collectively shape the path forward.

Over the past years, Alianza has grown into a network grounded in trust, shared purpose, and long-term commitment to the communities and movements it serves. But what makes the network distinctive is not only what it does, but how it does it.

The Assembly, rather than a top-down decision-making space, was a process unfolded through dialogue, collective reflection, and shared responsibility. Topics were presented transparently, distinguishing what had already been agreed, what required validation, and what still needed deliberation. Members moved between plenary discussions and small-group conversations, ensuring that diverse perspectives could be heard before decisions were made.

This approach reflects a broader practice within Alianza: governance as a living process.

In previous cycles, the Assembly has been part of an ongoing journey in which members engage in discussions around the criteria and responsibilities of member funds, as well as the strengthening and integration of the network. These conversations build on agreements shaped during earlier meetings in Bogotá and Maputo, insights from the Steering Committee, and practical experiences from the Executive Coordination and member funds. The 2025 Assembly also marked the election of a new Steering Committee.

Over the past year, the network has continued this work through a participatory governance review, collectively defining key elements of its internal regulations. 

At the heart of these processes lies a shared understanding: that building a collective voice requires both structure and openness. As reflected by Cristi Nozawa, Executive Director of Samdhana Institute, speaking on behalf of the Steering Committee:

“Together, we work in tandem in international spaces, supporting one another and amplifying each other’s messages. We don’t speak for one another, but we share common messages, and that is very important in helping direct more resources to the ground. Working together, we leverage each other’s strengths. What matters most is our shared message: the need to direct more resources to the Global South through funds rooted in movements.”

This balance between autonomy and collaboration is sustained by something less visible, but equally essential: trust.

Trust allows for honest conversations, for disagreement without rupture, and for decisions to be made with transparency and respect. It also enables the network to remain self-critical, continuously asking how it can be more effective, more responsive, and more aligned with the communities it ultimately serves.

Moments like the Members’ Assembly are part of a larger journey. As Alianza nears its fifth anniversary since its founding, it continues to grow and adapt as a network. In a time characterized by uncertainty and fragmentation, this approach is not accidental – it is a deliberate political choice.
